Law violates the principle of equality

The Arkhangelsk Oblast Council of Deputies has passed amendments and additions to the regional law, stating that public actions aimed at promotion of homosexuality among minors are not allowed. We consider the law to be discriminatory and violating the fundamental principle of equality of rights of all people.

The law will be restricting the rights to freedom of expression, association and peaceful assembly of individuals, groups and LGBT organizations. These rights are guaranteed by The European Convention on Human Rights and Fundamental Freedoms and the International Covenant on Civil and Political Rights. Both have been ratified by the Russian Federation, who is therefore obliged to respect the rights in these conventions.

A similar law has already been passed in Ryazan Oblast and comparable laws are being prepared for passing in other regions of Russia and on federal level.

In connection with the second reading of the law, scheduled for 21-22 September, Civil Rights Defenders urge the Chairman of the Regional Assembly of Deputies to prevent this discriminatory law from entering into force.
