Security Expert for the Programme HRDs at Risk

Civil Rights Defenders is recruiting a replacement for the organisation’s Security Expert at the department for human rights defenders at risk. The full time position will start from June 1, 2014 lasting until April 2015. Deadline for applications is May 15, 2014.

Civil Rights Defenders is an international human rights organisation based in Sweden. We defend people’s civil and political rights and empower human rights defenders at risk. Support to human rights defenders at risk is a new programme within Civil Rights Defenders as of 2012. The programme is a complement and a logic development of 15 years long-term work that the geographical departments of the organisation have been conducting in co-operation with local human rights organisations. In most countries where we are active, we have identified a need to be able to react swiftly in response to an urgent need of a human rights defender who has been put at risk because of his or her work.

Through this programme we build up capacity within the organisation to respond to needs related to the security and protection of human rights defenders and develop trainings for human rights defenders in repressive countries aimed at strengthen the communication and security tools for human rights work. Increased protection measures for HRDs will enhance the possibilities for HRDs to continue their activities and thereby contribute to change and increased respect for human rights. The needs assessment is done in close co-ordination with other international organisations providing different kinds of security support.

Our geographical scope includes repressive countries/regions where we already are active or plan to become more active in the near future: Russia and Eastern Europe, Central Asia, South East Asia and East Africa.

The Security Expert in our team will be on parental leave from July 1 until end of March 2015, during which time we will need a replacement. It is possible that the temporary position could be prolonged after April 1, 2015.

Area of Responsibility
The Security Expert is responsible to carry out and follow up on our security support to human rights defenders at risk, according to the Civil Rights Defenders Strategy and Programme Plan of Action (PoA). The programme is integrated into the work in the different geographical areas, which means that the work is conducted in close co-operation with the geographical teams of the organisation.

The Security Expert is involved in assessing, realising and follow-up urgent and preventive security assistance and trainings to human rights organisations and activists. The Security expert is in close contact with human rights defenders in need of security assistance and travels frequently to the regions where Civil Rights Defenders is active to conduct security trainings and/ or discuss with human rights defenders working there. An important part of the work is to realise trainings for and administer the human rights defenders who are part of the Natalia project.

The Security Expert is stationed in Stockholm, though frequently travelling and meeting with human rights defenders in different regions.

• Relevant academic education in international relations or other relevant social science, alternatively a degree from a technical university.
• Documented knowledge and experience in operational/ personal security and/ or digital security
• Working experience related to operational/ personal or digital security.
• Experience from human rights work in NGOs and/ or experience from training activists/ human rights defenders.
• Fluency in at least two of the following languages: English, Swedish, and Russian.

Conditions of Employment
This is a full time position starting from June 1, 2014, lasting until April 1, 2015. The conditions of the employment are the same as for other temporary positions in the organisation.
